Delrio, nuova strategia per mobilità sostenibile e contrasto allo smog
Una nuova strategia per una mobilità sostenibile e per combattere l’inquinamento urbano. L’ha illustrata ieri il ministro dei Trasporti Graziano Delrio ai componenti della Commissione Ambiente della Camera in audizione a Montecitorio.
L’esponente di governo ha da subito evidenziato come, oltre a una riduzione delle emissioni del sistema produttivo e di quelle legate al riscaldamento degli edifici, sia necessaria una nuova idea di mobilità in grado di tutelare la salute dei cittadini, garantendo il diritto a trasporti pubblici efficienti e, al tempo stesso, concorrendo agli obiettivi internazionali di abbattimento delle emissioni di CO2.
Per la riduzione delle emissioni inquinanti e per la mobilità sostenibile Delrio ha affermato che “serve una soluzione di politiche organiche che possano dare una risposta strutturale e non emergenziale, un cambiamento culturale e politico, ma anche di mezzi e di strumenti” evidenziando metaforicamente che siamo di fronte alla necessità di un’inversione di rotta “per impedire alla nostra nave di andare incontro a danni irreparabili”.
Per il ministro in Italia circolano troppe auto e, soprattutto, inquinanti. Basti pensare a Roma per avere conferma di quanto afferma Delrio: nella capitale c’è un utilizzo di auto tre volte superiore rispetto alle altre capitali europee dove si tende a ridurne l’uso.
Il ministro ha poi posto l’accento sul fatto che “il Paese è congestionato dalla mancanza di intermodalità: strade, porti, aeroporti e ferrovie non connessi è un elemento di criticità che va affrontato con grande decisione.
Per Delrio servono piani strategici di sviluppo della rete ferroviaria, degli aeroporti, dei porti e l’intermodalità.
Nel corso dell’audizione si è anche affrontato il tema del trasporto merci, che per il responsabile del dicastero dei Trasporti e delle infrastrutture hanno minore competitività su treno e per questo motivo che sta pensando a degli incentivi.
“C’è da capire quali sono i costi veri di una merce – ha concluso il ministro – Un Paese serio deve valutare anche i costi ambientali e sulla salute e queste, come altri Paesi europei hanno già fatto, sono scelte strategiche di medio-lungo periodo che vanno fatte”.
