Bigliettazione elettronica: il regolamento che rivoluziona il tpl in Italia
Con il regolamento attuativo del decreto del MIT 255/2016 arriva una normativa uniforme per la bigliettazione elettronica che rivoluziona il TPL in Italia. Le aziende di trasporto pubblico locale hanno a disposizione un pacchetto di regole tecniche per “promuovere l’adozione di sistemi di bigliettazione elettronica interoperabili a livello nazionale e di biglietti elettronici integrati nelle città metropolitane”, a cui attenersi, a decorrere dal 25 gennaio 2017.
Prerequisito perché si possa parlare veramente di interoperabilità è l’accessibilità ai dati e il decreto impone proprio l’obbligo, per gli operatori del trasporto, di rendere pubblici, sui propri siti internet, secondo i dettami dell’open data, l’elenco dei titoli di viaggio, le modalità di acquisto, gli orari della rete e dei propri servizi.
Un’altra imposizione importante dettata dal Decreto 255/2016 è l’obbligo di validazione del titolo di viaggio “anche in maniera automatica, mediante le apparecchiature di terra e di bordo e idonee soluzioni tecniche e organizzative, in concomitanza con l’inizio di ciascun viaggio ovvero trasbordo”, che, sostenuta da un adeguato sistema sanzionatorio, implica un importante cambiamento culturale di prospettiva: il servizio è solo per chi lo paga e dimostra di averlo pagato.
I sistemi di bigliettazione elettronica dovranno essere in grado di gestire tutti i titoli di viaggio e rendere disponibile il loro acquisto anche attraverso internet e dispositivi mobili. Inoltre, dovranno far coesistere nello stesso supporto fisico diverse tipologie di biglietti, sia di operatori che di servizi differenti, legati prevalentemente alla mobilità, come i servizi automobilistici, metropolitani, ferroviari, di mobilità collettiva e di sosta, ma anche di altre tipologie.
Queste disposizioni servono – come si legge nel Decreto – “al fine di incentivare l’uso degli strumenti elettronici per migliorare i servizi ai cittadini nel settore del trasporto pubblico locale, riducendone i costi connessi”. E proprio nell’ottica di risparmiare e valorizzare le tecnologie esistenti, esortata dallo stesso Decreto, diventa fondamentale sensibilizzare le Amministrazioni Pubbliche su come sfruttare al meglio le tecnologie già presenti sul territorio per uniformarsi alle regole dettate dal Decreto.
Un esempio concreto può venire, in questo senso, dal mondo della sosta: 12.000 dei 25.000 parcometri presenti in Italia sono dispositivi di nuova generazione, e sono, quindi, già pienamente in grado di fare, dal punto di vista tecnologico, molte operazioni oltre al pagamento della sosta, come la verifica e la ricarica degli abbonamenti del trasporto pubblico. La loro capillare presenza nel territorio li rende, così, strategici per le Amministrazioni Pubbliche che, comprese le potenzialità, potrebbero sfruttarne le caratteristiche per erogare servizi al cittadino senza sostenere costi “infrastrutturali” aggiuntivi.
A Milano, infatti, il parcometro consente il pagamento dell’Area C, oltre che la verifica e la ricarica degli abbonamenti del trasporto pubblico; a Genova e Ivrea è possibile pagare le sanzioni amministrative e gestire sconti per gli abbonati del trasporto (dotati di tessera “BELT”) presso i parcheggi di corrispondenza e per la sosta riservata ai residenti; infine ad Arezzo, oltre a consentire la ricarica delle tessere “AREZZO CARD”, permette l’attivazione dei servizi di BIKE SHARING nei parcheggi in struttura.
