Infrastrutture: Onlit, riconsiderare il ponte sullo Stretto
“Il ponte sullo Stretto, il traforo della Val Susa e il terzo valico Milano-Genova vanno cancellati in quanto non in grado di reggere ad una seria analisi della domanda e di comparazione tra costi e benefici, mentre la realizzazione del nuovo traforo del Brennero trova la sua ragione nel sostenuto traffico di merci in treno attuale e futuro”.
A sostenerlo è l’Ossevatorio Nazionale sulle Liberalizzazioni nelle Infrastrutture e nei Trasporti (Onlit) in una nota a commento della manovra correttiva del governo.
“Va anche ripensato il modello nostrano di project financing – dichiara Dario Balotta, presidente dell’Osservatorio – sotto la cui etichetta si mascherano nuovi interventi pubblici con finalità assistenziali, che portano fuori controllo anche la spesa in conto capitale attraverso il Cipe e la Cassa depositi Prestiti. Un esempio in questo senso sono i lavori della privatissima BreBeMi, partiti grazie ad un prestito fuori mercato di 750 milioni della Cdp, agli anticipi di 175 milioni delle Fs e con un capitale di rischio irrisorio del 20%”.
Infine il presidente dell’Osservatorio chiede che “si faccia una seria authority dei trasporti in grado di regolare i monopoli pubblici e privati, che hanno enormi profitti ma canoni concessori pagati allo Stato irrisori. Le garanzie finanziarie pubbliche portano a costi di costruzione di ferrovie e autostrade tripli ed a tempi di realizzazione quadrupli rispetto a quelli europei. E’ bene che il Governo e il Parlamento si sveglino, prima che lo chieda l’Unione Europea”.
