Ministri dei trasporti Ue: il ground handling all’ordine del giorno
I servizi di assistenza a terra (ground handling services) negli aeroporti europei sono uno dei temi all’ordine del giorno del consiglio dei ministri dei trasporti dell’Unione europea in programma a Bruxelles giovedì prossimo 22 marzo insieme allo sviluppo della Trans-European Transport Network (TEN-T), e alla sicurezza delle navi passeggeri. In proposito la Commissione europea rammenta l’adozione da parte sua, il 1° dicembre, 2011, delle nuove proposte sul ground handling incluse nel pacchetto “Better Airports” package (IP/11/1484 MEMO/11/857). Scopo di queste proposte il miglioramento dell’efficienza e della qualità dei servizi offerti sugli aeroporti dell’Ue mediante la garanzia di un miglior coordinamento delle operazioni e di una maggiore scelta degli handlers da parte delle compagnie aeree nel rispetto dei diritti dei lavoratori del comparto ground handling. Le proposte, sempre secondo la Commissione, rafforzano il ruolo degli aeroporti quali “ground co-ordinator” con la totale responsabilità del coordinamento dei servizi di assistenza a terra. Agli aeroporti si offrono nuovi strumenti per soddisfare questo compito; ad esempio la richiesta di un minimo di standard di qualità che i ground handlers devono rispettare. Il che, sempre secondo la Commissione, renderanno più forti le capacità degli aeroporti a fronteggiare gravi disservizi. La posizione della Commissione è di dare pieno appoggio a quanto fatto in soli tre mesi dalla presidenza danese per arrivare ad un testo di compromesso.
