Mearelli: i gestori aeroportuali stanno mettendo fuori mercato gli operatori logistici
“Il 21 febbraio nella mia veste di presidente di Assologistica ho inviato al direttore generale dell’Enac, Alessio Quaranta, una lettera ufficiale nella quale sottolineavo che le valorizzazioni imposte dai maggiori gestori aeroportuali nazionali sulle aree di stoccaggio e movimentazioni delle merci sono completamente disallineate dalla medie dei principali aeroporti europei. Inoltre facevo anche osservare che i canoni delle due più maggiori società aeroportuali italiane, vale a dire Aeroporti di Roma e SEA, risultano assolutamente comparabili il che, secondo me, potrebbe essere oggetto di approfondimenti presso l’Antitrust visti i metodi di calcoli in regime di separazione contabile e di attribuzione dei ratei di competenza gestionale. In sostanza, in quella lettera, chiedevo all’Enac, in quanto ente di regolazione del settore, un suo intervento, urgente ed incisivo, per ristabilire trasparenza e parità di condizioni di mercato per le nostre imprese. Bene, ad oggi (9 marzo NdR) non ho ancora ricevuto risposta”.
Così il presidente di Assologistica, Carlo Mearelli, ad Avio-Italia.com (Trasporti-Italia) ribadendo quanto da lui recentemente affermato e cioè che “i nostri gestori aeroportuali con la loro ostinata politica di alti profitti sull’affitto degli spazi di movimentazione e stoccaggio merci, stanno mettendo fuori mercato gli operatori logistici italiani del cargo aereo, costretti a pagare una media di circa il 35% in più rispetto ai concorrenti degli altri aeroporti europei”. Questo nel momento in cui “la riduzione del traffico per la recessione fa diventare per questi operatori i costi degli spazi aeroportuali ancor più insostenibili”.
Conseguenze? “Le conseguenze sono che – avverte il presidente di Assologistica – si sta creando una pericolosa distorsione di mercato con lo spostamento dei traffici su altri scali in Europa a detrimento delle imprese italiane e a tutto vantaggio degli altri aeroporti europei, per non parlare, poi, del costo sociale ambientale causa il conseguente aumento dell’aviocamionato”. In effetti, spiega Mearelli, che è anche amministratore delegato di Argol Air Logistics, i differenziali registrati, ed allegati alla lettera all’Enac, “creano un disagio competitivo mediamente dell’ordine del 30% del sistema italiano delle merci aeree ed è anche su questo che noi come chiediamo chiarimenti”.Ma quanto si paga in Italia e fuori? Esaminando i dati di costo di una subconcessione locali presso alcuni primari scali merci europei, viene fuori che i valori massimi e minimi per metro quadrato/anno sono quelli rispettivamente di Amsterdam-Schiphol e di Liegi. Il costo di Amsterdam, che peraltro prevede un sistema di bonus per gli operatori che attraggono traffico, è di 115 euro per metro quadrato/anno, mentre quello di Liegi è di 65 euro. Ma Liegi applica un duplice sistema variabile a seconda della capacità dell’operatore e degli spazi acquisiti: al criterio euro/mq si aggiunge infatti anche il criterio euro/ton con una tariffa media di 0,80 euro per tonnellata trattata. Fra questi due estremi stanno Bruxelles e Francoforte entrambi con 100 euro per mq/anno e Lussemburgo variante fra i 70 e gli 80 euro per mq/anno.
A fronte di queste cifre c’è quella di Malpensa: 139 euro per mq/anno.Ne consegue, spiega il presidente di Assologistica, che in Italia “i costi delle subconcessioni sono compresi in un ‘range’ di variazione oscillante fra il 20 e il 130% di più rispetto a quelli del mercato dell’Unione europea”. In sostanza, prosegue Mearelli, le due maggiori imprese italiane, Argol ed Alha, “pagano uno scotto di 3 milioni di euro all’anno, un paio di milioni a Malpensa, uno a Fiumicino, nel confronto con gli altri scali europei”. Ma queste tariffe considerano o no della variazione del traffico? “No – risponde il presidente di Assologistica – perché il modello anelastico di attribuzione dei canoni non tiene in nessun conto la variazione dei volumi di traffico di cui il solo a poter determinare l’entità è il gestore aeroportuale il quale in fatto di attrazione di traffico usa delle leve di strategia industriale lasciando agli handlers l’onere del risultato di gestione”.
