Automotive: Anfia, prelievo fiscale in crescita del 6.3% in 5 anni
L’Anfia, Associazione che riunisce la filiera automobilistica, conteggia che l’entità del prelievo fiscale che ha gravato sulla filiera automotive italiana nel 2013 si attesta a 70,5 miliardi di euro, con una crescita del 6,3% negli ultimi 5 anni. Il mercato degli autoveicoli nuovi è calato contemporaneamente del 39,8%.
A fronte di una leggera crescita (+0,6%) del totale delle entrate tributarie nazionali rispetto al 2012 – derivante da un andamento positivo delle imposte dirette (+1,9%) e negativo delle imposte indirette, basate sui consumi (-1%) – il gettito proveniente dal settore automotive, secondo le stime elaborate da Anfia, è sceso del 2,7%, mantenendo comunque una quota percentuale sul gettito complessivo calcolato secondo il criterio di cassa non distante da quella del 2012: 16,5% contro 17%.
“Facendo un confronto sugli ultimi 5 anni, il gettito proveniente dal settore automotive è cresciuto del 6,3% tra 2009 e 2013, con una quota percentuale sul gettito complessivo passata dal 16% al 16,5%, dopo il picco del 17% nel 2012 – ha commentato Roberto Vavassori, presidente di Anfia – è significativo notare che, nello stesso periodo, il gettito Ipt e Iva derivante dall’acquisto degli autoveicoli è calato del 30,2% a causa del forte ridimensionamento dei volumi di nuove immatricolazioni (-39,8%), mentre, al contrario, il gettito derivante da possesso (bollo auto) e utilizzo dei mezzi, è cresciuto rispettivamente del 4,6% e del 13,2%. Nel 2013, la percentuale del gettito fiscale derivante dal comparto sul Pil sale al 4,5% (era 4,4% nel 2012), mantenendo il primato tra i maggiori paesi europei, visto che la media è del 3,2%. A fronte della perdita di capacità di spesa da parte degli italiani – ha proseguito il presidente Anfia – si è risposto in questi anni con l’inasprimento delle imposizioni fiscali sull’auto, giunte a livelli tali da generare una profonda contrazione del mercato, con conseguenze gravi sia a livello industriale, sia sul parco circolante sempre più obsoleto, poco sicuro e inquinante. E’ prioritario, per rilanciare la domanda di mobilità nel nostro Paese, invertire questa tendenza, con particolare attenzione alla spesa delle famiglie, ma anche alla competitività delle imprese. ANFIA lavora da tempo a questo obiettivo, con la presentazione di proprie proposte nell’ambito della Consulta Automotive e seguendo altre proposte di legge in materia che vadano nella direzione di una fiscalità automotive più equa. Si pensi, ad esempio, alla riduzione – introdotta in pochi mesi, prima con la “Legge Fornero” e poi con la “Legge di Stabilità 2013”- della deducibilità delle auto aziendali dal 40% al 20%, mentre in ambito UE arriva fino al 100%. Senza un opportuno intervento di armonizzazione, l’incidenza delle auto aziendali sul mercato italiano continuerà a restare molto più bassa che in Francia, Germania, Regno Unito e Spagna. E’ paradossale, inoltre, che alcune misure, come il superbollo, abbiano contribuito a deprimere un mercato già in difficoltà, generando effetti collaterali di elusione della misura stessa. La sua abolizione consentirebbe una ripresa dei volumi di vendita, di attività e di occupazione per il segmento auto interessato, con un probabile contagio positivo sugli altri segmenti di mercato e un incremento del gettito impositivo. Dal punto di vista industriale, questo favorirebbe lo sviluppo di una strategia nella produzione nazionale di prodotti del segmento, e uno sviluppo del mercato delle auto di alta cilindrata a basse emissioni. Sul fronte delle assicurazioni, infine, ricordiamo che la telematica assicurativa rappresenta una delle soluzioni per la riduzione del carico fiscale, e auspichiamo, quindi, che vengano rapidamente approvati i provvedimenti di attuazione derivanti dalle misure sulle liberalizzazioni varate nel 2012 (DDLL n. 1 e n. 179 del 2012) con riferimento al settore assicurativo. In chiusura, non dimentichiamo che il Codice della Strada stabilisce che almeno il 50% dei proventi delle multe incassate dagli enti locali venga utilizzato per migliorare la sicurezza, investendo il 25% nella manutenzione stradale, il 12,5% nella segnaletica e il 12,5% nei controlli sulle strade. Non esistendo, tuttavia, un sistema di verifica di questi investimenti, che gli enti locali dovrebbero mettere annualmente a bilancio, lo sforzo dei produttori per accrescere gli standard di sicurezza dei veicoli, e ridurre l’incidentalità e la mortalità sulle strade, viene spesso vanificato dalle condizioni delle infrastrutture stradali italiane, ancora al di sotto degli standard europei di sicurezza”.
