Revisioni auto, la Cna scrive a Toninelli: rischio paralisi dei Centri autorizzati sul territorio
Un intervento nel campo delle revisioni auto. Lo chiede con una lettera destinata al ministro Toninelli, il presidente della Cna Daniele Vaccarino. “Desideriamo sottoporre alla sua attenzione una problematica che rischia di paralizzare le attività di controllo periodico sugli autoveicoli presso i Centri di Revisione autorizzati – si legge nella missiva -. Con il recepimento nel nostro ordinamento della Direttiva Comunitaria sui controlli periodici dei veicoli a motore 2014/45/UE ad opera del Decreto Ministeriale 19 maggio 2017, è stata introdotta la figura dell’ispettore del centro di controllo
in sostituzione del responsabile tecnico delle revisioni (art. 13). Una figura- spiega Vaccarino- altamente specializzata, avente requisiti minimi di competenza e formazione individuati dall’allegato IV al DM e requisiti ulteriori da definire eventualmente con apposito decreto. A distanza di un anno dall’entrata in vigore della nuova normativa, non sono ancora stati emanati i decreti attuativi sulla formazione di nuovi ispettori e i corsi di preparazione al conseguimento della qualifica sono stati sospesi in base all’articolo 7 del Decreto direttoriale della motorizzazione n.211 del 18 maggio 2018″.
Successivamente, osserva ancora Vaccarino, la Direzione Generale territoriale Nord/ovest della Motorizzazione ha ribadito la sospensione dei corsi regionali chiarendo che la figura del sostituto temporaneo dell’Ispettore non è più compatibile con la norma Ue e che l’impresa deve quindi disporre di un secondo ispettore. Così i controlli rischiano di essere rallentati o completamente bloccati, spiega il presidente di Cna: “Tali disposizioni minacciano di paralizzare l’attività dei circa 8.500 centri privati presenti sul territorio nazionale che impegnano oltre 20.000 addetti, comportando di conseguenza un pericolo per la sicurezza stradale dei veicoli”.
